In 1995, the former Ludlow Elementary School was converted into Ludlow Commons, an elderly independent living facility offering congregate care and services. Ludlow is made up of 44 one-bedroom units available to individuals who are at least 62 years of age. Ludlow Commons is a State funded program owned by the Norwalk Housing Authority but managed by the Human Services Council since January 1, 2017.
All apartments include:
- A full kitchen with electric stove and refrigerator
- Full bathroom with tub or shower
- Individual thermostat controls
- Cable television outlets
- Emergency call system
- Hard-wired smoke detectors
- Some units are fully accessible

- Food Service – noon meal served seven days a week in the common dining room
